INFORMATION TO TENDERERS
This website provides information to assist tenderers to
be as informed as possible regarding the conditions of supply
and payment for goods and services to King Edward Memorial
Hospital (KEMH) and Princess Margaret Hospital (PMH).
Until recently, KEMH and PMH were a single organisation
for administrative purposes, known as Women’s and
Children’s Health Service (WCHS). Therefore there
may be some reference in this website to WCHS. The requirements
of the (old) WCHS apply to the (new) KEMH and PMH.

INTRODUCTION
“Tenderers” means individuals, companies, organisations,
etc that have been requested for, and intend to provide,
a submission for provision of goods and/or services to King
Edward Memorial Hospital (KEMH) and/or Princess Margaret
Hospital (PMH), whether through quote (Request for Quote,
RFQ), tender (Request for Tender, RFT), or other means.
This information is intended to be helpful and provide
guidance, but is not a complete source of all the information
that may be required. The tenderer should make full enquiries
to ensure that they understand all relevant conditions of
supply to and working with KEMH and/or PMH. The actual conditions
of contract or supply may vary from what is provided on
these web pages.
Further, while KEMH and/or PMH have made all reasonable
endeavours, they can take no responsibility for the currency,
accuracy or relevance of the provided information.
The information is sorted under subject headings in alphabetical
order. All topics have a KEMH and/or PMH point of contact,
in case further information is required.

ACCESS TO SITE

ACCREDITATION
KEMH and/or PMH are accredited to the standards of the
Australian Council on Healthcare Standards (ACHS) through
their Evaluation and Quality Improvement Programme (EQuIP).
KEMH and/or PMH are continually striving to meet and exceed
the requirements of ACHS EQuIP.
EQuIP dictates a certain standard of achievement for accreditation
to certain levels within a number of mandatory and non-mandatory
criteria.
Tenderers should be aware that, while the requirements
of EQuIP may have little or no direct impact on the business
of their supply of goods and services, there may be indirect
requirements regarding quality of goods and services, documentation,
testing, contract management, performance monitoring, etc.
It is recommended that the tenderer becomes familiar with
and conforms to all the standards issued by ACHS. The tenderer
(as a contractor) shall submit to a survey by ACHS if required
by KEMH and/or PMH.

CRIMINAL RECORD SCREENING
Contractors and their personnel who are involved in direct
patient care at KEMH and/or PMH must be cleared through
having a criminal record check. (No check required if not
providing direct patient care). Previous criminal conviction
or pending charges will not necessarily preclude involvement
in the provision of services. Contractors are required to
pay for their own criminal record check. Confidentiality
shall be maintained at all times.

DANGEROUS GOODS AND HAZARDOUS
SUBSTANCES
Dangerous goods are categorised into nine hazard classes
and, where applicable, into three packing groups. The nine
classes relate to the type of hazard, and the packing groups
to the degree of danger. Some hazard classes are further
subdivided into hazard divisions due to the wide scope of
the class. The shipper is responsible for identifying and
classifying all dangerous goods for transport by air.
Suppliers of dangerous goods and hazardous substances are
required to provide the Material Safety Data Sheet with
the first provision of each product supplied, and upon request
from a member of KEMH and/or PMH staff.
The bulk of material likely to be transported from KEMH
and/or PMH falls into Class 6 “Toxic and Infectious
Substances”.
Division 2 of Class 6 is “Infectious Substances”.
This covers material likely to contain infectious substances
including diagnostic samples.
Packaging of these materials must conform to IATA packing
instructions 602 or 650.

or transport instructions for KEMH and/or PMH.

EMERGENCY
KEMH and/or PMH has a system of emergency procedures that
must be followed by all persons in an emergency. Contractors
are required to comply with internal procedures while working
on site. The system consists of seven code colours that
are listed below with the method of calling the code explained.

Further information is available for all codes in a booklet
available from the KEMH and/or PMH Occupational Safety and
Health Unit.
Please be aware that during any construction work where
internal staff are still working in the areas or adjacent
areas, fire escape access must always be retained.
Do not block access to fire exits and stairs.
During emergency resuscitation, in adjacent areas or even
on another floor, you may be requested to stop noisy work
for the period of time of the resuscitation.

FINANCIAL
- All tenderers should have an ABN and, where applicable,
be registered for GST.
- Payments to suppliers will be made on presentation
of a compliant Tax Invoice.
- Preferred method of payment is a direct credit via
electronic funds transfer (EFT) to the supplier's bank
account.
- Normal payment terms are 30 days from date of invoice
and will be applied unless specific payment terms are
made in the contract.
- No goods or services should be supplied to KEMH and/or
PMH except against a purchase order. This number should
be quoted on all invoices for payment.
- Payment may be made direct through KEMH and/or PMH
or HealthSupply WA which undertakes purchasing on behalf
of KEMH and/or PMH. Any payment queries should be directed
to the contacts noted on the purchase order and should
quote the purchase order number.

INFECTION CONTROL
Reusable medical devices must be able to be cleaned and/or
sterilised according to AS4187. Written recommendations
must be supplied with product.
Renovations/building works must comply with AS Handbook
HB 260-2003: Hospital Acquired Infections - Engineering
Down the Risk.

MOBILE PHONES (USE OF)
Tenderers must be aware of WCHS Policy 068 regarding use
of mobile telephones and radio equipment within the Hospitals.
The areas where mobile phones are prohibited are listed
in the policy and have signs indicating the ban at the entrance.
Persons entering those areas must turn their mobile telephones
off.

PARKING AND VEHICLE MOVEMENT
Generally, no or very limited parking is provided on site.
Parking and vehicle signs and instructions must be observed
at all times.

PATHOLOGY DEPARTMENT
External service providers must contact either a lab manager,
senior scientist or a Medical Technology Management Unit
staff member to arrange access to the appropriate laboratory
service site.
The hours of business for service providers are between
0900 and 1600 Monday to Friday.

POLICIES
KEMH and PMH have inherited the old WCHS series of policies
with which all persons must comply (staff, contractors,
suppliers, etc). The policies that may be relevant to tenderers
are listed alphabetically below.

SAFETY (OCCUPATIONAL SAFETY AND HEALTH)
The safety and health of all patients, staff, contractors
and visitors to KEMH and/or PMH is the number one priority
of the organisation. The presence of newborns, expectant
mothers and infants means that safe equipment and adequate
safety measures for all work undertaken are of paramount
importance.
It is a condition of all contracts that all employees,
franchisees and sub-contractors for the supply of goods
or services are aware of the principles of occupational
safety and health and their rights and obligations under
the Occupational Safety and Health Act 1984, and have had
appropriate safety training.

SECURITY
Work carried out at the KEMH and PMH campuses shall be
undertaken in such a manner that maximum security of the
premises is maintained at all times. If, in the opinion
of the Chief Engineer, at any period during the works and
during all non-working hours maximum security cannot be
maintained, the contractor shall employ an approved static
guard security service on site.
Notwithstanding the above the contractor shall monitor
and control, wherever practicable, the access of all persons
to the part of site under their control. The contractor
shall ensure that no persons, unrelated to the contract,
enter the site without the express permission of the contractor.

SMOKING
Policy 003 states,
in part, that smoking is not allowed in any building or
within the grounds of any KEMH and/or PMH site.

SUPPLY / DELIVERY
Supply functions for KEMH and/or PMH are managed by HealthSupply
WA (HSWA), a whole-of-Health organisation that provides
a supply function to all public Health Services.
